azure: Announcing: CodeAct pattern and Hyperlight containers in Microsoft Agent Framework

Microsoft Agent Framework now includes the CodeAct pattern in public preview. It lets agents execute multi-step plans as a single code block instead of sequential tool calls, which reduced end-to-end latency in representative workloads.
