azure: [In preview] Public Preview: Azure Monitor supports native OTLP ingestion using the Azure Monitor Agent

Azure Monitor now has public preview support for native OTLP ingestion through the Azure Monitor Agent (AMA). OpenTelemetry-instrumented applications can send telemetry directly to AMA, which exports it to Azure Monitor.
