azure: [Launched] Generally Available: Azure Databricks SQL Serverless in UK West

Azure Databricks SQL Serverless is now generally available in the UK West region starting July 13, 2026. Eligible UK West workspaces can use it for analytics workloads with instant compute, automated scaling, and less infrastructure management.
