azure: [Launched] Generally Available: Azure Functions Support for Node.js 24

Azure Functions now supports Node.js 24 in general availability. Apps can be developed locally with Node.js 24 and deployed to supported Azure Functions plans on Linux and Windows, including Flex Consumption.
