azure: [Launched] Generally Available: Foundry Toolkit for Visual Studio Code (formerly AI Toolkit for VS Code)

Foundry Toolkit for VS Code is now generally available. It adds VS Code support for Microsoft Agent Framework, with agent creation from templates or GitHub Copilot, local test/debug with visualization and traces, and direct deployment to Foundry.
