azure: [Launched] Generally Available: site-to-site VPN connections with certificate authentication

Azure Site-to-Site VPN now supports certificate-based authentication as an alternative to pre-shared keys. This uses an asymmetric trust model for Azure and on-premises VPN device authentication.
