github: More flexible secrets and variables for Copilot cloud agent

GitHub says Copilot cloud agent now supports more flexible handling of secrets and variables when you delegate tasks to it. The agent runs in a GitHub Actions-backed development environment, and users can pass secrets and variables into that environment.
