azure: Retirement: Azure Load Balancer Inbound NAT rule version 1 for Azure VMSS (aka Inbound NAT Pools)

Microsoft narrowed the scope of an Azure Load Balancer retirement notice. The retirement now applies only to Inbound NAT rules version 1 resources for single VMs, not VMSS NAT pools.
