azure: Retirement: Azure Reserved Virtual Machines Instances for select VM series

Azure will retire certain Reserved VM Instance options for select VM series starting July 1, 2026. One-year purchases and renewals will stop for listed series, and the notice also indicates broader retirement of one-year and three-year reserved instance offerings for those series.
